Map of the Island Mobility Plan StreetsThe Padre/Mustang Island Mobility Plan ("Island Mobility Plan") was initiated by the City of Corpus Christi to further previous planning efforts conducted for the area. The Island Mobility Plan evaluates the existing transportation system for walking, cycling, golf cart, and watercraft for connectivity while taking into consideration the recommendations from previous planning efforts and current development projects. The City is coordinating with the Texas Department of Transportation for any potential recommendations that would impact those state-owned facilities, PR22 or SH361.

The Island Mobility Plan establishes recommendations for a comprehensive transportation network that connects residential neighborhoods to activity centers by identifying critical routes for walking, bicycling, golf carts, and water transportation.

    City Council held a public hearing and voted to approve the first reading of an ordinance adopting the Island Mobility Plan. The second reading is scheduled for City Council's February 17, 2026 consent agenda.

    On February 10 and 17, 2026 City Council will hold a public hearing and two readings of an ordinance to adopt the Island Mobility Plan. To view Council Agenda and Related documents for this agenda item, CLICK HERE.

    In addition, due to the time between public hearings, ISAC will discuss the Island Mobility Plan at their February 3, 2026 meeting and Planning Commission with hold an additional Public Hearing at the February 4, 2026 meeting.

    UPDATE: Both ISAC and Planning Commission recommended adoption of the Island Mobility Plan in advance of the Public Hearing and First Reading on City Council's agenda on February 10, 2026.

    During the June 11th meeting Planning Commission held a public hearing and recommended approval of padre island/mustang island mobility plan with ISAC recommended changes along with the planning commission additions 1) to consider Park Road 22 road configurations to accommodate the existing schools that have stacking on road during pick up and drop off and 2) give preference to native plant and oak trees in the landscape areas.

    At the June 3rd ISAC meeting, the committee members revisited the Island Mobility plan and passed a resolution recommending adoption of the Island Mobility Plan with an amendment to emphasize greenscape and adequate drainage solutions on Park Road 22 and revise Sea Pines and Whitecap West interim and future recommendations with the Island Strategic Action Committee (ISAC).

    During their May 12, 2025 meeting, the Island Strategic Action Committee unanimously voted to recommend City Council adopt the Island Mobility Plan. The plan will be presented to the Planning Commission for their recommending action during their June 11, 2025 meeting.
